การประยุกต์ใช้หลักปรัชญาเศรษฐกิจพอเพียงเพื่อการวางแผนชุมชนที่ยั่งยืนกรณีศึกษา บ้านแม่แมะ อำเภอเชียงดาว จังหวัดเชียงใหม่

Abstract

This thesis recognized the importance of applying the sufficiency economy philosophy of His Majesty the King Rama IX to apply in solving community problems, by starting from reviewing relevant literature and studying the factors leading to success in various fields from the model community, which find factors that were appropriate for the study area in order to lead to the development of a sustainable urban community in accordance with the sufficiency economy philosophy. The objectives of this thesis were to 1) analyze the community situation, methods of solving food security problems Household debt Natural resources and disaster reduction success in the prototype community by applying the principles of the sufficiency economy 2) analyze the successful factors in each area of ​​the model community that are consistent with the principles of the sufficiency economy for use and be a case study in sustainable community planning 3) propose guidelines for development for the community to live sufficiently with minimal external factors, in order to find a way to prevent the expansion of the city to leap into the outer agricultural community from the problem of food security, debt, drought and natural resources that have been used so much that they cannot rehabilitate themselves in time for demand including natural disasters and the fluctuation of the weather from global warming. Thailand has been affected by changes in both urban and rural communities in terms of physical, economic and social.

Data were analyzed by using content analysis, percentage and Geographic Information Systems (GIS) by overlay analysis. The results shown that the community had accordance with the 9 steps Ladder Theory to sufficiency that were Step 1: Eating sufficiency, Step 2-4 : Using sufficiency, Living sufficiency and Happy sufficiency, Step 5-9 : Advanced sufficiency economy and factors of being a sustainable community according to the sufficiency economy philosophy that were 1) Debt management on the sufficiency path 2) Using local wisdom for health, using of resources worthily and preserve resources and the environment 3) Sustainable agriculture based on generosity and support as a base for community economy and moderated community tourism according to the way that the community was practicing and sufficient.

Which leads to the mind mapping for the benefit’s land using in the future of the community that were being planned, future expansion or supporting areas of the community in the future for their own communities and can be applied to other communities.

วิทยานิพนธ์นี้เล็งเห็นความสำคัญของการนำหลักปรัชญาเศรษฐกิจพอเพียงในพระบาทสมเด็จพระเจ้าอยู่หัวรัชกาลที่ 9 มาประยุกต์ใช้ในการแก้ปัญหาของชุมชน โดยการเริ่มจากการทบทวนวรรณกรรมที่เกี่ยวข้องและศึกษาหาปัจจัยที่นำไปสู่ความสำเร็จในด้านต่างๆจากชุมชนต้นแบบ เพื่อค้นหาปัจจัยที่เหมาะสมกับพื้นที่ศึกษาเพื่อให้นำไปสู่การพัฒนาเป็นชุมชนเมืองที่ยั่งยืนได้ตามหลักปรัชญาเศรษฐกิจพอเพียง วิทยานิพนธ์นี้มีวัตถุประสงค์ 1) เพื่อวิเคราะห์สถานการณ์ชุมชน และวิธีการแก้ปัญหาความมั่นคงทางอาหาร หนี้สินในครัวเรือน ทรัพยากรธรรมชาติ และการลดการเกิดภัยพิบัติ ที่ประสบความสำเร็จในชุมชนต้นแบบ โดยการนำหลักปรัชญาของเศรษฐกิจพอเพียงมาประยุกต์ใช้ 2) เพื่อวิเคราะห์ปัจจัยที่ประสบผลสำเร็จในแต่ละด้านของชุมชนต้นแบบที่สอดคล้องกับหลักปรัชญาของเศรษฐกิจพอเพียงเพื่อนำมาใช้และเป็นกรณีศึกษาในการวางแผนชุมชนที่ยั่งยืน 3) เสนอแนวทางการพัฒนาให้ชุมชนอยู่ได้อย่างพอเพียงโดยอาศัยปัจจัยจากภายนอกให้น้อยที่สุด เพื่อหาวิธีการป้องกันการขยายตัวของเมืองแบบก้าวกระโดดออกสู่ชุมชนเกษตรกรรมรอบนอก จากปัญหาด้านความมั่นคงทางอาหาร หนี้สิน ภัยแล้ง และทรัพยากรธรรมชาติที่ถูกใช้ไปอย่างมากจนไม่สามารถฟื้นฟูตัวเองได้ทันต่อความต้องการใช้งาน ตลอดจนการเกิดภัยพิบัติทางธรรมชาติ และเกิดการแปรปรวนของสภาพอากาศจากสภาวะโลกร้อน ประเทศไทยได้รับผลกระทบต่อการเปลี่ยนแปลงต่อพื้นที่ทั้งชุมชนเมืองและชนบททั้งในด้านกายภาพ เศรษฐกิจ และสังคม

โดยใช้วิธีการวิเคราะห์เอกสาร(Content analysis)/แจกแจงข้อมูลของค่าสถิติแบบร้อยละ(Percentage) และทางด้านกายภาพบนระบบภูมิสารสนเทศ(GIS) ด้วยการ(Overlay analysis) ผลการศึกษาพบว่า ชุมชนมีความสอดคล้องกับทฤษฎีบันได 9 ขั้นสู่ความพอเพียงคือ ขั้นที่ 1 พอกิน ขั้นที่ 2-4 พอใช้ พออยู่ พอร่มเย็น ขั้นที่ 5-9 เศรษฐกิจพอเพียงขั้นก้าวหน้า และปัจจัยในการที่จะเป็นชุมชนที่ยั่งยืนตามแนวหลักปรัชญาเศรษฐกิจพอเพียง คือ 1.การบริหารหนี้สินบนเส้นทางพอเพียง 2.การใช้ภูมิปัญญาท้องถิ่นเพื่อสุขภาพ การใช้ทรัพยากรอย่างคุ้มค่า และรักษาทรัพยากรและสิ่งแวดล้อม 3.การทำเกษตรยั่งยืนบนพื้นฐานการเอื้อเฟื้อเกื้อกูลเพื่อเป็นฐานเศรษฐกิจชุมชน และการท่องเที่ยวชุมชนที่พอประมาณ ตามวิถีที่ชุมชนปฏิบัติอยู่และตามอัตภาพอย่างพอเพียง

โดยนำไปสู่ผังแนวความคิดในการใช้ประโยชน์ที่ดินในอนาคตของชุมชนว่ามีการวางแผน การขยายตัวในอนาคต หรือพื้นที่รองรับของชุมชนในอนาคตของตัวชุมชนเองและสามารถนำไปประยุกต์ใช้กับชุมชนอื่นๆได้
