รูปแบบการพัฒนากลุ่มเยาวชน: กรณีศึกษา บ้านห้วยหินลาดใน ตำบลบ้านโป่ง อำเภอเวียงป่าเป้า จังหวัดเชียงราย

Abstract

The objective of the study was to explore the community context, history, and development of the youth. Factor analysis was done in the process of creating youth group and present development youth group of Ban Huay Hin Lad Nai, Ban Pong Sub-district, Wiang Pa Pao district, Chiang Rai province. The target of the research included community leaders, youth group leaders, youth group members, and parents. Data were collected through interview, record and observation record.

The study found that the Karen of Ban Huay Hin Lad Nai community had a history for more than one hundred years. The development of youth had more than thirty years since the change communication occurred and continued up to the present. Development of the youth group was classified into 4 stages: Forming Stage (create an understanding community and work together to find a solution for community stabilization); Storming Stage and Norming Stage occurring almost at the same time (youth group leaders had developed along with correct mistakes, that helped young leaders had been significantly strengthened); and Performing Stage (youth group leaders had cooperated well with activities to achieve goals). Each stage showed the development of systematic thinking of community leaders and youth leaders in the design activities and role of youth, both formal and informal. The first internal factor were personal, personal skills from join activities such as leadership skills, social skills, etc. The second internal factor was a natural resource and the third internal factor was cultural capital, traditions, local way of life, that could helps the youth group grow up and continually develops. Moreover, the external factors that contributed to the development of youth groups included the social change factors and participation factor in the development of children and youth of Ban Huay Hin Lad Nai by all institutes. The operation youth group of Ban Huay Hin Lad Nai had been co-operated and supported by all institutes as integrated work. Children and youth in the community had interest and attention to the local, which made the youth group had been strengthened and sustainable to the present. It was formed as a model of the youth development of Ban Huai Hin Lad Nai to be a model for the development of youth groups in other communities.

การศึกษาพัฒนาการของกลุ่มเยาวชน กรณีศึกษาบ้านห้วยหินลาดใน ตำบลบ้านโป่ง อำเภอเวียงป่าเป้า จังหวัดเชียงราย มีวัตถุประสงค์เพื่อศึกษาบริบทชุมชน ประวัติความเป็นมาและพัฒนาการของกลุ่มเยาวชน วิเคราะห์ปัจจัยในกระบวนการสร้างกลุ่มเยาวชน และนำเสนอรูปแบบการพัฒนากลุ่มเยาวชน บ้านห้วยหินลาดใน ตำบลบ้านโป่ง อำเภอเวียงป่าเป้า จังหวัดเชียงราย โดยกลุ่มเป้าหมายที่ใช้ในการศึกษาได้แก่ ผู้นำชุมชน กลุ่มผู้นำเยาวชน สมาชิกกลุ่มเยาวชน และผู้ปกครอง เครื่องมือที่ใช้ในการเก็บข้อมูลคือ แบบสัมภาษณ์ (Interview) แบบบันทึกข้อมูล (Record) และการจดบันทึกจากการสังเกต (Observation)

ผลการศึกษาพบว่า ชุมชนบ้านห้วยหินลาดในซึ่งเป็นชนเผ่าปกาเกอะญอ มีประวัติความเป็นมากว่าร้อยปี และมีพัฒนาการของกลุ่มเยาวชนยาวนานกว่า 30 ปีนับตั้งแต่เริ่มมีการเปลี่ยนแปลงทางด้านคมนาคมเกิดขึ้น และได้มีการดำเนินงานมาอย่างต่อเนื่องจนถึงปัจจุบัน โดยแบ่งระดับพัฒนาการของกลุ่มเยาวชนออกเป็น 4 ระยะ คือ ระยะก่อตั้งกลุ่ม (Forming Stage) เป็นช่วงของการสร้างความเข้าใจกันในชุมชน และร่วมกันหาวิธีแก้ปัญหาต่าง ๆ เพื่อสร้างความมั่นคงให้กับชุมชน ระยะหัวเลี้ยวหัวต่อ (Storming Stage) กับ ระยะการเกิดบรรทัดฐาน (Norming Stage) เกิดขึ้นในช่วงเวลาที่ไม่ห่างกันมาก ทำให้กลุ่มผู้นำเยาวชนมีการพัฒนาไปพร้อมกับการแก้ไขข้อผิดพลาด เป็นส่วนช่วยให้กลุ่มผู้นำเยาวชนมีความเข้มแข็งเป็นอย่างมาก และระยะปฏิบัติการ (Performing Stage) ผู้นำกลุ่มเยาวชนมีความร่วมมือกันอย่างดีในการดำเนินกิจกรรมต่าง ๆ ให้บรรลุตามเป้าหมาย โดยในแต่ละระยะจะเห็นพัฒนาการระบบคิดของผู้นำชุมชนและผู้นำเยาวชนในการออกแบบกิจกรรมและบทบาทหน้าที่ของเยาวชนทั้งที่เป็นทางการและไม่เป็นทางการ โดยมีปัจจัยภายในที่เกี่ยวข้องได้แก่ ปัจจัยแรก คือ ปัจจัยส่วนบุคคล เป็นทักษะที่เกิดขึ้นของแต่ละคนจากการเข้าร่วมกิจกรรมต่าง ๆ เช่น ทักษะการเป็นผู้นำ ทักษะการสื่อสาร ทักษะทางสังคม เป็นต้น ปัจจัยที่สอง คือ ทุนทางทรัพยากรธรรมชาติ และปัจจัยที่สาม คือ ทุนทางวัฒนธรรม ประเพณี และวิถีชีวิตในท้องถิ่น ซึ่งช่วยให้กลุ่มเยาวชนเกิดขึ้นมา และมีการพัฒนาอย่างต่อเนื่อง อีกทั้งยังมีปัจจัยภายนอกที่เป็นส่วนช่วยในการสนับสนุนการพัฒนากลุ่มเยาวชน ได้แก่ ปัจจัยด้านการเปลี่ยนแปลงทางสังคม และปัจจัยด้านการมีส่วนร่วมในการพัฒนาเด็กและเยาวชนบ้านห้วยหินลาดในของสถาบันต่าง ๆ จากการดำเนินงานของกลุ่มเยาวชนบ้านห้วยหินลาดในตั้งแต่เริ่มก่อตั้งจนถึงปัจจุบัน ได้รับความร่วมมือ และการสนับสนุนจากทุกภาคส่วน ถือเป็นการทำงานแบบบูรณาการ รวมถึงเด็กและเยาวชนในชุมชนให้ความสนใจ และให้ความใส่ใจกับท้องถิ่นตนเอง ทำให้กลุ่มเยาวชนมีความเข้มแข็งและยั่งยืนมาจนถึงปัจจุบัน เกิดเป็นรูปแบบการพัฒนากลุ่มเยาวชนของบ้านห้วยหินลาดใน เพื่อนำไปเป็นตัวอย่างและประยุกต์ใช้ต่อไป
