การพัฒนาหลักสูตรฝึกอบรมเกษตรกรปราดเปรื่อง สำหรับงานส่งเสริมการเกษตร

Abstract

The Department of Agricultural Extension is responsible for driving the Smart Farmer Project to develop the farmers around Thailand. However, the Department of Agricultural Extension found that the project operation guidebook could add to the training program for enhancing the performance of the farmers to have 6 fundamental qualifications.

The Ministry of Agriculture and Cooperatives has set the scope of this research is to generate a training curriculum for farmers by using qualitative and quantitative research. The sample group is farmers in Phrae province. The study has indicated that farmers require the curriculum contents to be associated with modern agriculture technology and innovation, which most of the farmers are in the range of 46-60 years of age being a farmer by inheriting an agricultural profession from their ancestor, the results of the performance analysis of 400 overall farmers found that most of the farmers did not meet the required qualifications as smart farmers.

Then, using data acquired from data analysis and synthesizing the data as a guideline for generating the curriculum outline quality inspection by experts and group discussion method to improve the curriculum and apply to 28 participants, found that the level of knowledge and understanding after learning had higher scores than before studying. At 95% confidence level, the performance of 28 post-learners (35 full points) has the highest score of 34 points, the lowest score 9 points and the average score of 24.79 points. The satisfaction after training found that each appropriate instructor in each area has the highest level of satisfaction (x̄ = 4.64) in the use of agricultural profession found that the 6th characteristic group is proud of being the farmer is the most popular. The farmers and agricultural extension scholars have an attitude that training programs can be used to improve farmers in Thailand, by being ready to increase the level of the general farmers to become smart farmers to be concrete and beneficial to agricultural extension performance.

กรมส่งเสริมการเกษตรทำหน้าที่ในการขับเคลื่อนโครงการพัฒนาเกษตรกรปราดเปรื่อง อย่างไรก็ตาม พบว่าคู่มือการดำเนินโครงการควรเพิ่มเติมในส่วนหลักสูตรฝึกอบรมสำหรับพัฒนาสมรรถนะของเกษตรกรทั่วไปให้มีคุณสมบัติพื้นฐาน 6 ข้อ ที่กระทรวงเกษตรและสหกรณ์กำหนดไว้ การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาหลักสูตรฝึกอบรมเกษตรกรปราดเปรื่อง โดยใช้การวิจัยเชิงคุณภาพ และการวิจัยเชิงปริมาณ กลุ่มตัวอย่างเป็นเกษตรกรในพื้นที่จังหวัดแพร่ ผลการศึกษาพบว่า เกษตรกรต้องการให้เนื้อหาหลักสูตรเกี่ยวข้องกับเทคโนโลยีและนวัตกรรมด้านการเกษตรที่ทันสมัย ซึ่งเกษตรกรส่วนใหญ่มีอายุอยู่ในช่วง 46 - 60 ปี เป็นเกษตรกรโดยสืบทอดอาชีพเกษตรมาจากบรรพบุรุษ ผลการวิเคราะห์สมรรถนะของเกษตรกรทั่วไป 400 คน พบว่าเกษตรกรส่วนใหญ่ไม่ผ่านคุณสมบัติตามเงื่อนไขการเป็นเกษตรกรปราดเปรื่อง จากนั้นนำข้อมูลที่ได้จากการวิเคราะห์ข้อมูลและสังเคราะห์ข้อมูลมาเป็นแนวทางในการพัฒนาโครงร่างหลักสูตรฝึกอบรมเกษตรกรปราดเปรื่อง สำหรับงานส่งเสริมการเกษตร ตรวจสอบคุณภาพโดยผู้เชี่ยวชาญและกระบวนการสนทนากลุ่ม ปรับปรุงหลักสูตรและนำไปทดลองใช้กับเกษตรกรผู้เข้าร่วมฝึกอบรม จำนวน 28 คน พบว่าระดับความรู้ ความเข้าใจ หลังเรียนมีคะแนนการประเมินสูงกว่าก่อนเรียน ที่ระดับความเชื่อมั่น 95% สมรรถนะของเกษตรกรหลังเรียน 28 คน (คะแนนเต็ม 35 คะแนน) มีคะแนนสูงสุด 34 คะแนน คะแนนต่ำสุด 9 คะแนน และคะแนนเฉลี่ย 24.79 คะแนน ความพึงพอใจหลังการฝึกอบรม พบว่า วิทยากรแต่ละรายวิชา มีความเหมาะสม อยู่ในเกณฑ์ระดับมากที่สุด (x̄ = 4.64) ในส่วนการนำไปใช้ประโยชน์ในการประกอบอาชีพด้านการเกษตร พบว่ากลุ่มคุณสมบัติข้อที่ 6 มีความภูมิใจในความเป็นเกษตรกรได้รับความนิยมมากที่สุด ทั้งนี้เกษตรกรและนักวิชาการส่งเสริมการเกษตรมีทัศนคติว่าหลักสูตรฝึกอบรมสามารถนำไปใช้พัฒนาเกษตรกรในประเทศไทยได้อย่างแท้จริง โดยสามารถยกระดับเกษตรกรทั่วไปให้เป็นเกษตรกรปราดเปรื่องได้อย่างเป็นรูปธรรม และเป็นประโยชน์ต่องานส่งเสริมการเกษตร
