แนวทางการพัฒนากระบวนการวางแผนพัฒนาท้องถิ่นแบบมีส่วนร่วมของเทศบาลตำบลเจดีย์แม่ครัว อำเภอสันทราย จังหวัดเชียงใหม่

Abstract

This study aimed to explore local development planning process and a guideline for developing the process of participatory local development planning of Jedi Maekrua municipality, Sansai district, Chiang Mai province. Data were collected through documentary review and in-depth interview. Key informants consisted of 27 persons who were local administrators, local council, local government officials, Jedi Maekrua Municipality Development committee, committee supporting a development plan preparation, and civil society representatives. Content analysis technique was employed for data analyses.

Results of the study revealed that the local development planning process Jedi Maekrua municipality anchored on the manual on the preparation of local development planning of the Department of Local Administration. It comprised 9 steps as follows : 1) preparation of local development planning ; 2) collection of important data and problems; 3) an analysis of potential for the assessment of current local development condition; 4) formulation of vision and mission of local development; 5) formulation of goals for sustainable development; 6) formulation of objectives for local development; 7) formulation and integration of a guideline for local development; 8) formulation of goals for local development; and 9) approval and proclamation of local development plan using.

Problems encountered in planning included the following: 1) knowledge / understanding about the process of local development planning of concerned personnel and stakeholders and 2) local people participation. A guideline for developing the participatory local development planning process included the following: 1) extension of knowledge/understanding (Education); 2) morality together with law/regulation enforcement; 3) local people participation; 4) increased capability in managerial administration of the municipal budgets; 5) increased competency in communication; and 6) establishment of local people council.

การวิจัยเรื่อง แนวทางการพัฒนากระบวนการวางแผนพัฒนาท้องถิ่นแบบมีส่วนร่วมของเทศบาลตำบลเจดีย์แม่ครัว อำเภอสันทราย จังหวัดเชียงใหม่ มีวัตถุประสงค์ คือ เพื่อศึกษากระบวนการวางแผนพัฒนาท้องถิ่นของเทศบาลตำบลเจดีย์แม่ครัว อำเภอสันทราย จังหวัดเชียงใหม่ และเพื่อศึกษาแนวทางการพัฒนากระบวนการวางแผนพัฒนาท้องถิ่นแบบมีส่วนร่วมของเทศบาลตำบลเจดีย์แม่ครัว อำเภอสันทราย จังหวัดเชียงใหม่

วิธีดำเนินการวิจัย ประกอบด้วย การรวบรวมเอกสาร งานวิจัยที่เกี่ยวข้อง การวิจัยภาคสนาม ประกอบด้วย การสัมภาษณ์เชิงลึก ผู้ให้ข้อมูลสำคัญประกอบด้วย ผู้บริหารท้องถิ่น สภาท้องถิ่น ข้าราชการส่วนท้องถิ่น คณะกรรมการพัฒนาเทศบาลตำบลเจดีย์แม่ครัว คณะกรรมการสนับสนุนการจัดทำแผนพัฒนา และผู้แทนประชาคม จำนวนทั้งสิ้น 27 คน โดยใช้แบบสัมภาษณ์กึ่งโครงสร้างและการสนทนากลุ่มเป็นเครื่องมือในการรวบรวมข้อมูล การวิเคราะห์ข้อมูลใช้เทคนิคการวิเคราะห์เชิงเนื้อหา

ผลการวิจัย พบว่า กระบวนการวางแผนพัฒนาท้องถิ่นของเทศบาลตำบลเจดีย์แม่ครัว อำเภอสันทราย จังหวัดเชียงใหม่ ยึดรูปแบบคู่มือการจัดทำแผนพัฒนาท้องถิ่นของกรมส่งเสริมการปกครองท้องถิ่น ประกอบด้วย 9 ขั้นตอน 1) การเตรียมการจัดทำแผนพัฒนาท้องถิ่น 2) การรวบรวมข้อมูลและปัญหาสำคัญ 3) การวิเคราะห์ศักยภาพเพื่อประเมินสถานภาพการพัฒนาของท้องถิ่นในปัจจุบัน 4) การกำหนดวิสัยทัศน์และภารกิจหลักการพัฒนาท้องถิ่น 5) การกำหนดจุดมุ่งหมายเพื่อการพัฒนาที่ยังยืน 6) การกำหนดวัตถุประสงค์การพัฒนาท้องถิ่น 7) การกำหนดและการบูรณาการแนวทางการพัฒนาท้องถิ่น 8) การกำหนดเป้าหมายการพัฒนาท้องถิ่น 9) การอนุมัติและประกาศใช้แผนพัฒนาท้องถิ่น ซึ่งพบปัญหาในการวางแผน ได้แก่ 1) ปัญหาด้านความรู้ ความเข้าใจในกระบวนการวางแผนพัฒนาท้องถิ่นของเจ้าหน้าที่และประชาชนผู้มีส่วนได้ ส่วนเสีย 2) ปัญหาด้านการมีส่วนร่วมของประชาชน แนวทางการพัฒนากระบวนการวางแผนพัฒนาท้องถิ่นแบบมีส่วนร่วมของเทศบาลตำบลเจดีย์แม่ครัว ประกอบด้วยแนวทางที่สามารถเรียงลำดับด้วยตัวอักษรภาษาอังกฤษ คือ 2E2P2M2C ซึ่งมีรายละเอียดดังต่อไปนี้ 1) ควรให้ความรู้ ความเข้าใจ (Education) ในกระบวนการวางแผนพัฒนาท้องถิ่น 2) ใช้คุณธรรม (Morality) คู่กับการบังคับใช้กฎระเบียบ (Enforcement) 3) ควรให้ประชาชน (People) ทุกช่วงวัย และทุกภาคส่วนได้เข้ามามีส่วนร่วม (Participation) อย่างแท้จริง 4) ควรเพิ่มขีดความสามารถในการบริหารจัดการ (Management) งบประมาณของเทศบาล 5) ควรเพิ่มขีดความสามารถในการสื่อสาร (Communication) ระหว่างเทศบาลกับประชาชน 6) ควรจัดตั้งสภาประชาชน (Council)
